The 1999 silver proof state quarter sets (10 coins) are almost $300. Can someone tell me why?

I'm trying to understand this. Any idea what percentage of $300 might be attributable to 1) first set in a series 2) lowest mintage of all the sets 3) silver prices and 4) Christmas season. Any opinion if the 99 sets will increase much more in value??
